Can Society Function Without Ethical Agents? An Informational Perspective

摘要：
Many economic models assume that people act in their own interest, yet rely on honest monitors or assume that the truth eventually becomes known. Can a society of purely self-interested people learn the facts on which its institutions depend? To learn whether a defendant is guilty, an athlete used banned drugs, or a medicine is safe, we rely on experts, investigators, and witnesses. Their reports can be checked only by other intermediaries. I study a model of this “mediated learning.” When evidence can be checked repeatedly, like a mathematical proof, suitable incentives support honest investigation. But evidence is often consumed, deteriorates, or disappears, which I call “information attrition.” If evidence is sufficiently likely to run out, no bounded incentive scheme can make anyone start investigating. Incentives then cannot substitute for ethical motivation, and the belief that some people care about the truth becomes essential. I discuss implications for trust in institutions, political polarization, and the oversight of artificial intelligence.
